
Members of the Las Cruces City Council have made a pivotal vote expected to lead to the creation of a major steel manufacturing facility.
The council has given its approval to issuing $17.6 million in industrial revenue bonds to be used to purchase and rehabilitate an existing structure within the confines of the city’s Innovation & Industrial Park.
That structure was formerly the home of the Liberty Engineered Wire Products plant.
The Alberta-based Endurance Technologies earlier said that it wants to set up a steel pipe manufacturing, processing, and enhancement facility in Las Cruces. The company has also said that it anticipates investing as much as $18 million in the project.
Endurance has been particularly interested in Las Cruces because of its proximity to Interstate 10 and the Las Cruces International Airport.
As detailed, the bonds, funded by property tax and gross receipts tax revenue, will allow for the City of Las Cruces to pay for the purchase of the former Liberty Engineered Wire Products facility. The building will then be leased to Endurance.
Endurance will then make payments that include a 4% interest rate to the city. Once the bonds have been paid off, the company will have the option of purchasing the building outright for $1.
Endurance traces its origins to 1993, responding to the needs of oil and gas drilling companies challenged with infrastructure issues due to tubing corrosion and erosion. The company then began to specialize in processed tubulars and components used in a wide array of industries, including farming, forestry, and mining.
Last year, the company enjoyed revenue of just under $1.4 billion, roughly twice what it made in 2019.
Liberty Engineered Wire Products ceased its operations in Las Cruces around the same time that it was purchased by the Insteel Wire Products Company.
The building that will be purchased and retrofitted for Endurance’s use, measuring around 45,000 square feet and sitting on a 15-acre site.
