Giant Southern New Mexico Data Center Campus, with Potential Bond Funding, to Be Subject of Meetings

A series of public input meetings are scheduled to be held throughout Dona Ana County for the duration of September regarding a newly proposed and massive data center campus.

Referenced as Project Jupiter in public documents, the proposal is being spearheaded by the BorderPlex Digits Assets company of Austin and is defined as a “hyperscale, artificial (AI) data center campus.”

Members of the Dona Ana County Commission have voted to approve publishing a notice of intent to issue upwards of $165 billion in industrial revenue bonds to fund Project Jupiter.

BorderPlex Digital Assets advertises itself as a company that “integrates, land, cooling, water, and fiber” with artificial intelligence-driven orchestration.

Earlier this year New Mexico Governor Michelle Lujan Grisham announced that the State was entering into a partnership with the company to build the campus. She said the partnership “further cements our reputation as a national leader in advanced manufacturing and global trade.”

The Governor added: “By securing digital infrastructure today, New Mexico is investing in its economy to build a more prosperous tomorrow.”

As envisioned, the project, to be based in Santa Teresa, will include four data center buildings. The company has said that the structures will rely on a basic closed-loop cooling system that needs only an initial fill and minimal ongoing water use.

Critics of the project, however, have said that a greater review of the potential water impact is needed and have called upon the county commission for a detailed power generation plan from the company.

The next public meeting on the project is scheduled for Friday, September 5, at 5:30 p.m. in the La Mesa Community Center. That event will be followed by a meeting on Monday, September 8, also at 5:30 p.m., at the East Mesa Campus of Dona Ana Community College.
